How do you make animated gifs, sparkle tags, etc?

Where do you go online, or what program do you install to make gifs such as these:

and so on? Anyone know? Thanks!

You have to get a program that supports GIF and allows you to make animations. All that is is different frames all played into one. There are some that are free to use but most of the time they are confusing for me. You can try Gimp. It’s free and you can make animations with it.
